?¤ Atmosphere Environment
In 2002, the quality of atmosphere environment had a trend
of getting improved. The atmosphere pollution concentration,
SO2, TSP and Dustfall of which descended to the lowest point
since 1980s, somehow descended all the year.

In 2002,the whole consumption amount of coal£?SO2 and soot
was 36.9046 million tons,0.638 million tons and 0.328 million
tons respectively, the consumption amount of coal£?SO2, soot
and particulate dust in industry of which was 34.92 million
tons(raw coal was 12.59 million tons), 0.554 million tons£?0.263
million tons and 0.274 million tons respectively.
In 2002, the daily average concentration of TSP, SO2 and NO2
was 0.372 mg/m3, 0.057 mg/m3 and 0.032 mg/m3 respectively,
decreased 2.1%, 12.3% and 5.9% respectively from last year.
The yearly average value of dust fall was 16.45 ton/km2•month,
decreased 14.3% from last year. The yearly average value of
PH was 5.68, decreased 0.19 in acidity from last year. The
frequency of acid rain was 10.7%, increased 4.5% from last
year.
The cities of TSP decreasing were Baoji, Weinan, Hanzhong,
Lueyang, Shangluo and Ankang. But except Hanzhong, they all
exceeded the national second standard (0.2mg/m3).
The daily average value of inhalable particulate was 0.165
mg/m3, exceeded Grade ¢ò.
The cities of SO2 concentration decreasing were Xian,Yaoxian,
Weinan, Ankang and Hancheng, Of SO2 concentration increasing
were Baoji, Tongchuan, Xianyang, Sanyuan, Hanzhong, Shangluo,
Yanan and Yulin,of which,Tongchuan,Yaoxian,Xianyang,Weinan,Lueyang,Yulin
and Hancheng all exceeded Grade ¢ò(0.06 mg/m3).
All the cities of NO2 concentration didn?ˉt exceeded Grade
¢ò(0.08mg/m3).
The cities of dust fall concentration decreasing obviously
were Yaoxian,Weinan and Lueyang.
There were 14 cities monitoring acid rain in the privince,
of which Xianan, Baoji, Tongchuan, Weinan, Lueyang, Shangluo
and Huayin appeared acid rain. The frequency of acid rain ascended
obviously in Weinan and Shangluo,was 20.0% and 20.6% respectively.
?¤Water Environment
In 2002, the water quality of Han Jiang river, Dan Jiang
river, Jia Ling Jiang river was quite good as a whole, of
Wei He river was polluted seriously, of Wu Ding river and
Yan river turned for the better in the six provincial river
basins. Of the 10 rivers near the city, Zao river, the water
quality of Zao river, Lao river and Jin Ling river descended,
of the others turned for the better.
Environmental Quality
?¤River
There were 10 sections that accorded with the corresponding
function, whose length accounted for 33.4% of the actual metrical
river, in the 40 monitoring sections of the six main rivers
and the controlled reaches of 1862 km length. The water quality
of Grade ¢ò, Grade ¢ó, Grade ¢?, Grade ¢?and worse than Grade
¢? accounted for 17.5%,2.5%,32.5%,5.0% and 42.5% respectively
of the controlled sections.
The main pollution in river was Petroleum, Ammonia nitrogen,
the index of permanganate, Volatilization hydroxybenzene and
BOD, the pollution partaking rate of which was 49.8%, 11.2%,
11.0%, 7.3% and 7.1% respectively.
Wei He river
The water quality was polluted seriously. Of the
13 monitored sections, one was Grade ¢?£?12 were worse than
Grade ¢ò. 100 percent of the sections exceeded the functional
standard of water area. The main pollution was Petroleum, Ammonia
nitrogen, the index of permanganate, Volatilization hydroxybenzene
and BOD.
Yan He river
The quality of water was polluted. Of the 5 monitored
sections,2 were Grade ¢ò,one was Grade ¢ò,two were worse than
Grade ¢ò.80 percent of the sections exceeded the functional
standard of water area. The main pollution was Petroleum, Ammonia
nitrogen.
Wu Ding river
The quality of water turned for better obviously.
Two sections were both Grade ¢ò,didn?ˉt exceed the functional
standard of water area.
Han Jiang
river
The quality of water was good. Of the monitored sections,
2 were Grade ¢ò,three were Grade ¢ò,one was Grade ¢ò,three
were Grade ¢ò. 44 percent of the sections exceeded the functional
standard of water area. The main Pollution was Petroleum.
Dan Jiang
river
The quality of water was polluted. Of the 5 monitored
sections, one was Grade ¢ò,one was Grade ¢ò,three were worse
than Grade ¢ò.100 percent of the sections exceeded the functional
standard of water area. The main pollution was Ammonia nitrogen
and the index of permanganate.
Jia Ling Jiang
river
The quality of water was pretty good. Of the 6 monitored
sections,2 were Grade ¢ò,4 were worse than Grade ¢ò. 66.6%
of the sections exceeded the functional standard of water area.
The main pollution was Petroleum and BOD.
?¤ Industrial Waste Water
In 2002, the discharge amount of industrial wastewater of the
province was 0.305 billion tons, increased 6.5% from last year.
The amount of industrial wastewater of qualified discharge was
0.255 billion tons, the rate of qualified discharge was 83.6%,
increased 3.7% from last year.

In 2002, the provincial government newly authorized 17 drinkable
resource protection areas. The amount of provincial concentrated
drinkable resource protection areas added up to 51. The eligible
rate of water quality of water resources was 100 percent.
158 rivers (lakes) of 11 river basins of the two valleys were
compartmentalized 369 functional reaches according to water
body function. The provincial water environmental function
area partition dimensional data-base built up was checked and
accepted by SEPB.

In 2002, the average value of urban regional environmental
noise and traffic noise kept steady. The average value of each
level functional district environmental noise of day was 18.2%

of the monitored roads was over the standard.
?¤ Solid Waste
In 2002, the amount of industrial solid waste produce was 28.866
million tons, the discharge of which was 0.79 million tons.
The comprehensive using rate was 24%. In 2002, the1871 enterprises
within the environmental statistics scope produced 68 thousand
tons dangerous waste, the disposition amount of which was 43
thousand tons. The amount of urban living garage to be cleared
up and transferred in the province was 3.005 million tons,

The provincial environmental monitoring central station completed

Environmental Protection Strategic Layout of Yulin Energy Heavy
Chemical Industry Basic, Water Pollution Prevention Layout
of Han Jiang river and Dan Jiang river, Shaanxi ?°One Line
and Two belts?± Environmental Protection and Construction Layout
