The main responsibility of Shaanxi Environmental Protection
Bureau
To carry out the national policy, laws and administrative regulations
for the environmental protection. To organize the formulation of local
laws, administrative regulations and policy and the detailed rules
and regulations of practciing for the provincial environmental protection
and supevise and carry out them. Authorized by the provincial government,
to assess major economic and technological policies, development planning
and key economic development plans and to formulate the
provincial environmental protection plans; to formulate and monitor
the implementation of the provincial plan for pollution control and
ecological conservation in key regions and river basins, and to organize
the zoning of environmental functions .
To organize the enforcement of the laws and regulations for pollution
prevention of water body, air, soil, noise, wastegas,wastewater,solid
wastes, toxic chemicals, radiation, electromagnetism radiation, lighted
radiation and vehicle emission, etc.,
To supervise the activities of exploiting and utilizing the natural
resources, which have impacts on ecological environment, the important
ecological environmental construction and recovery of ecological
damage; to supervise and examine the environmental protection in
various types of nature reserves, tourist attractions and forest
parks; monitor and examine the biodiversity conservation, the protection
of wild animals and plants, the wetland conservation and the prevention
and control of desertification and to supervise and to provide suggestions
concerning whether to approve the establishment of new national nature
reserves of various types and manage the provincial nature reserves.
To guide and coordinate the
efforts in dealing with major environmental problems involving different
departments, localities, river basins and regions; investigate and
deal with major environmental pollution and ecological damage accidents;
organize and coordinate pollution prevention and control of key river
basins; be responsible for the environmental supervision and management
and administrative inspection of the environmental protection; and
organize and undertake the examination of the enforcement of environmental
laws and regulations at the national level.
To supervise the standards of various types for environmental quality
and for pollutants emission and discharge and launch them;; to organize
the compilation and submission of the provincial report on the environmental
quality and the issuance of the national report on the the environment
quality and the envi
ronment statistics; and examine the contents about environmental
protection in the urban overall plan.
To formulate and organize the implementation of various regulations
of environmental management; to examine and approve the report of
environmental impact assessment for the development and construction
activities as required by the relevant regulation; to guide the urban
and rural environmental comprehensive renovation;be responsible for
the ecology environmtal protection and conduct the construction of
ecological demonstration areas and the eco-agriculture.
To organize the development of environmental science and technology
and important research projects and technical demonstration projects;
to organiaze the appraisal,communication and popularization of provincial-level
environmental science production;to guide the provincial clear production,environmental
management system and the certification of environmental labels;
to establish and organize the implementation of the rule of accredition
for the qualification for environmental protection and to guide and
promote the development of environmental industry.
To be responsible for the environmental monitoring , statistics and
information collection; to carry out the system for the environmental
monitoring ; to organize the construction and management of the provincial
network of environmental monitoring and of environmental information;
to organize the monitoring of the environmental quality and the supervisory
monitoring of the pollution sources at the provincial level; to organize,
supervise and coordinate the environmental education, publicity and
publication and to promote the participation of the public and non-governmental
organizations in the environmental protection.
To be responsible for the development of domestic and international
cooperation ,exchange and foreign investment imported on environmental
projects.
To be responsible for the cadre staffing and work wages
of the bureau and the affiliatedI nstitutions & Organizations￡?to
manage doubly the leaders of the environmental protection departments
with the city party committees. |
